                        FEBRUARY 25, 1999

   An act relating to the payment of claims against the State of
California, making an appropriation therefor, and declaring the
urgency thereof, to take effect immediately.

   AB 1119, Committee on Budget.  Claims against the state:
appropriation.
   Existing law requires the State Board of Control to report to the
Legislature when there is no sufficient appropriation available for
the payment of a claim against the state allowed by the board.
   This bill would appropriate $1,603,769.45 from various funds, as
specified, to the Executive Officer of the State Board of Control to
pay claims accepted by the board in accordance with a schedule that
identifies various funds and accounts from which the payments are to
be made.
  This bill would declare that it is to take effect immediately as an
urgency statute.
   Appropriation:  yes.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  (a) The sum of one million six hundred three thousand
seven hundred sixty-nine dollars and forty-five cents ($1,603,769.45)
is hereby appropriated from the various funds, as specified in
subdivision (b), to the Executive Officer of the State Board of
Control to pay claims accepted by the State Board of Control in
accordance with the schedule set forth in subdivision (b).  Those
payments shall be made from the funds and accounts identified in that
schedule.  In the case of Budget Act item schedules identified in
the schedule set forth in subdivision (b), those payments shall be
made from the funds appropriated in the item schedule.
   (b) Pursuant to subdivision (a), claims accepted by the State
Board of Control shall be paid in accordance with the following
schedule:

  SEC. 2.  This act is an urgency statute necessary for the immediate
preservation of the public peace, health, or safety within the
meaning of Article IV of the Constitution and shall go into immediate
effect.  The facts constituting the necessity are:
   In order to settle claims against the state and end hardship to
claimants as quickly as possible, it is necessary that this act take
effect immediately.
